Add a CLI delivery adapter

New owner type for single-user local addresses, delivered mail stored in a
cli_messages table since there's no chat client to push into. Discord
credentials are now only required when discord is actually in ADAPTERS.
Moved html-to-text.ts into core so both adapters can use it without
reaching into each other's directory.
