Prompt for address limits in the setup wizard

Optional, behind a yes/no so the default flow stays short. Takes
expiry in days and converts to the seconds ADDRESS_TTL_SECONDS wants,
since days are what you actually think in. Rate limits stay
docs-only, the defaults are per-owner and rarely worth touching.
