Commit a minimal wrangler.jsonc for the D1 binding

The DB binding was only ever set via the dashboard, and it wasn't
surviving into new versions consistently: production traffic kept
ending up on a version that predated whenever the binding was last
edited there, throwing "Cannot read properties of undefined (reading
'prepare')" on every /interactions and /counters request. Committing
the binding means every version upload carries it automatically
instead of depending on dashboard state matching whatever's active.

Only the binding (name + non-secret database_id) lives here. Discord
secrets and DISPOSABLE_DOMAIN/ADAPTERS stay in the dashboard, per the
earlier call to keep account-specific config out of git where
possible -- this is the one piece that needed to be the exception.
