chore: modernize tooling and apply React standards

Replace ad-hoc setup with oxlint + oxfmt + knip + deslop, add curated
custom lint rules and file-size/lint-changed scripts, and drop dead deps.
Apply taigrr-react and web-interface standards: cn() helper, precise
types over any, exported Props types, data-driven StatusView, and a11y
wins (html lang, color-scheme, theme-color).
