Gate editor containers by plan, and open the editor or a container straight from a branch
Plans with no compute.editor allowance and a zero hard cap (scratch, or free with the allowance zeroed) can't use containers: container/status reports allowed:false, start and the terminal socket answer 402 "Containers are available on paid plans", the extension hides the status bar item and registers no tasks, and getRepoHeader exposes containersAllowed so the forge hides the entry point. The tree view gains "Open in editor" and, when allowed, "Open in container" (?container=1), which the edit page threads to the extension as startContainer so it boots a container and opens a terminal on activation. /settings/containers is in the user menu and the settings navs as "Containers", and the listing pages explain the paid-plan requirement instead of showing an empty list.
