Disable accounts on Stripe chargebacks and add general account suspension
A dispute disables the billed account, cancels its subscriptions without proration, stops hosting, containers and CI, and tells the customer to email support; every credential of a disabled account fails closed and its repositories go read-only. Admins can disable and re-enable from /admin; a won dispute never re-enables automatically.
