ci: environments, job tokens, OIDC, schedules, repository event triggers, larger runners and badges

Jobs are recompiled when their dependencies finish so needs outputs resolve,
environment protection gates jobs via the run Workflow, job-scoped tokens back
the cache API, git and OIDC (signed with a Secrets Store key), schedules are
indexed on default-branch pushes and fired from the cron trigger with frequency
limits, and larger runners are separate Container classes billed by weight.
