Dispose Artifacts handles that resolve after a call timeout, and release the status-check handle on failure

An abandoned env.ARTIFACTS.get() still resolves to an RPC stub nobody owns, which the
runtime reports as an undisposed RPC result; withTimeout now disposes late results, and
refreshRepoStatus disposes its handle in a finally block.
