chore(deps): consolidate dependency updates and harden repo config

Bump all bun deps to latest (incl. sugar-high 2.x major, @types/node 26,
@tanstack/react-router/react-start, oxlint 1.79, oxfmt 0.64, knip, deslop-cli).
Group dependabot updates per ecosystem. Drop LICENSE/FUNDING (private repo).
