Manage site admins in the admin dashboard, revoking admin-only deploy tokens on demotion
Demoting a site admin used to mean editing users.is_admin in D1, which left deploy tokens they minted on other people's repositories working. Revoking from the new Site admins panel removes the tokens on repositories they don't administer otherwise, is audited, and refuses to remove the last admin. Assisted-by: Crush
