Point verified users without a live token at the tokens page
The tokens page now shows git config and curl snippets for using a personal access token, pre-filled with the value right after creation. A snoozable nag replaces nothing when the email is unverified but, once verified, appears for accounts with no unexpired token since HTTPS tokens are the only way to push or call the API.
