Fold site usage per scope from its own alarm instead of a cron over every site scope

Each repository or site scope wakes after a UTC day ends, folds that day's site counters into the billed accounts' meters once (site_rollups remembers folded days), and flags the accounts it billed that reached a hosting hard cap. Hosting usage reads each scope's unfolded days directly. With site usage gone from it, the metering cron is removed.
