Add bidirectional repository mirroring, a gentle Pro page with supporter badges, and Docker actions on Docker-capable cloud runners

- Mirroring: per-repo RepoMirror Durable Object syncs branches and tags with any forge using a sealed PAT, auto-merges diverged branches (parking real conflicts on mirror-conflicts/*), runs daily on Free and hourly on Pro, and accepts signed push webhooks.
- Pro: /pricing explains the upgrade, a dismissible dashboard nudge snoozes for six months, Billing joins the user menu, and supporters get a Pro badge instead of the nudge.
- Docker actions: jobs that use them move to a same-size Docker-in-Docker runner twin billed like its base size; images are pinned to a digest at scheduling and pulled through an R2 cache that expires after 30 days.
