feat(runner): queue tasks instead of rejecting when busy

Previously, attempting to update/install while tasks were running would
show a warning and reject the request. Now new tasks are queued and will
run after current tasks complete (respecting concurrency limits).

Duplicate requests for already-queued binaries are silently skipped.
