fix(runner): prune finished tasks and cancel queued tasks on abort

The queueing refactor stopped resetting the task list, so completed
tasks accumulated across operations and corrupted UI/stats. Prune
finished tasks when starting a new operation and mark queued pending
tasks as errored on abort so _process_queue can't relaunch them.

Also compare same-base prereleases lexically so rc/pseudo-version
progression is detected. Adds regression tests.
