Document dashboard alternatives to every CLI-only step

Every secret-setting step across the docs only showed wrangler
commands, with no mention that the Cloudflare dashboard's Variables
and Secrets panel does the exact same thing (Type: Secret, not the
plaintext Type: Text option, which gets silently wiped on next
deploy since only ADAPTERS is declared in wrangler.jsonc). Also
added the D1 Console as an alternative to wrangler d1 execute for
the schema and migrations, the one place besides register-commands
where there genuinely isn't a dashboard equivalent -- that one talks
to Discord's API directly, not a Cloudflare operation.
