Index every activity kind per actor and write the index before acknowledging the activity

activity_repos now records pushes and views too (touched_at), keeping first and last counted activity for the contribution graph, so account deletion reaches every repository holding the user's activity. RepoState writes the index (with one retry) before returning instead of fire-and-forget, and account deletion no longer swallows an inbox failure.
