Arm repository alarms only on writes that can move a deadline, and space out garbage collection

Comments, edits and job status writes no longer run every due query: closed pull refs arm only when something closes, stale runner checks only when a job is claimed, and garbage-collection tables only on insert and only without a pending alarm. Cache, token, delivery and attachment collection run at most hourly.
