Add privacy-safe route templates and readable server function ids for metrics

Paths reduce to their shape (/:owner/:repo/issues/:n) from a fixed list of route words, so nothing user-named survives; server functions get ids like fns.repos.exploreRepos instead of a hash so metrics can name them.
