Count import relays in flight instead of toggling one backfilling flag
Overlapping re-syncs (or a re-sync during an import's backfill) could clear each other's window, letting relayed refs run the push pipeline. backfilling is now incremented per relay and decremented after it settles. Assisted-by: Crush
