Collect expired account rows at most hourly and back off failing digests per category
Expiring rows are garbage (every read checks expiry), so a busy account wakes at most hourly for them instead of every time one of many rows expires; digests stay precise. A new expiring row no longer runs the due queries while an alarm is pending. A failing digest category is pushed back five minutes instead of retrying every ten seconds. Assisted-by: Crush
