Suggest "Compare & pull request" for branches the viewer pushed recently.
Shows up to three dismissible banners on the Code tab and the pull request list for non-default branches pushed in the last two hours that have no open pull request yet. The route edits for the Code tab were swept into 111516c by a concurrent commit; this adds the component, server fn, hook and tests that commit depends on.
