fix(checker): semver-correct prerelease comparison and general pseudo-versions

Compare prerelease identifiers per semver §11 (numeric parts numerically,
handling multi-digit counters like rc2->rc10) and detect the embedded
timestamp in any Go pseudo-version form for date ordering. Prune runner
tasks only once new work is confirmed so no-op invocations don't wipe the
UI history. Adds semver comparison tests.
